Interface and meeting with Parliamentarian on issue of Muslim minority in Uttar Pradesh

In the south Asia region, spate of organised violence, police torture, discrimination, physical and psychological attacks on religious minorities have emerged as a real threat for the pluralist and secular democracies. Attacks on Hindu and Christian communities in Pakistan and Bangladesh and targeting of Muslim and Christian communities in India are being increasingly used as a political weapon by the communal and fascist forces. In an attempt to strengthen the composite secular culture and establish rule of law in the country, People’s Vigilance Committee on Human Rights (PVCHR), Varanasi and Human Rights Law Network(HRLN), New Delhi have documented over 1500 cases of human rights violations after comprehensive fact finding exercises in the last 3 years with support of European Union and PVCHR. These cases relate to police torture and communal violence which have affected the minority Muslim community most in Uttar Pradesh. These organisations have legally intervened in these cases and have prepared an analytical report based on the facts and ground experiences during the course of action.

PVCHR had heightened its advocacy and had utilized the voices of the people in the pursuit of policy changes at varying levels http://www.pvchr.net/2010/07/prevention-of-torture-bill-2010.html. Such visibility of the organization had provided the leverage for its positioning and proactive role in relation to the Torture Prevention Bill http://www.prsindia.org/uploads/media/Torture/prevention%20of%20torture%20bill%202010.pdf. It is significant to note that dignity provided substantial inputs to the draft bill that PVCHR had utilized in its policy and advocacy interventions.

 Such proactive role has made PVCHR one of the very few organizations that are being consulted for inputs in the final framing of the bill http://www.scribd.com/doc/34430163/Prevention-of-Torture-Bill-2010-RCT-Comments. At the same time, PVCHR is now sitting as CSO representative to the consultative body created by the NHRC for human rights issues and concerns. 

A video documentary titled “Muslim & Police: A Perspective” has been prepared on the basis of interactions for almost three months at the grass root level with the members of Muslim community in various Muslim dominated districts of Uttar Pradesh.

Keeping in view the forthcoming Lok Sabha elections in 2014, an interface is being organised with various Members of Parliament and representatives of political parties from Uttar Pradesh on the “International Human Rights defenders’ Day” and eve of “World Human Rights Day” with the support from European Union and Dignity Danish Institute Against Torture www.dignityinstitute.org. Progressive citizens, Human Rights defenders and survivors of Muslim community from various parts of Uttar Pradesh are participating in this dialogue. The dialogue will commence with the screening of the video documentary, “Muslim and Police: A perspective”. It will be followed by dinner at the end.

Bonded labour and PVCHR


On the one side India is moving ahead to be the superpower in the world and on the other side it is stated to be the home for largest number of bonded labours. On October 25, 2013 the People's Vigilance Committee on Human Rights (PVCHR) jointly with the Danish Institute Against Torture (dignity) with the support from Voice of People and QICAC, organised the public hearing against bonded labour and child labour to protest human dignity.

Dear Sir,
I (Lenin Raghuvanshi), founder and CEO of human rights organization Peoples’ Vigilance Committee on Human Rights based in Varanasi. Sir, today i.e. 6th November, 2013 with the flight no. AI 433 of Indian Airlines PNR no. ETKT 098 4147015694 I was supposed to travel to Varanasi. (flight ticket enclosed)
I reached Indira Gandhi International terminal 3 on time. At 12:20 pm I was at counter to collect the boarding pass and I waited there. When my turn came then she denied issuing boarding pass and sent me to another counter as they were changing her duty.

Then I immediately proceed to another counter at 12:25 pm and she was issuing ticket to one Couple with two children. After 10 minutes when my turn came she said booking is closed for this flight and asked me to contact with counter supervisor.

I immediately rush to counter supervisor. In the counter there were one Male and one female. The female was talking with her relative on her mobile phone and after requesting for few minutes. The male counter supervisor took my e-ticket and checked on his system and wrote 12:42 pm in my e – ticket. But in the ticket the time latest check in time mentioned is 12:35 pm.  It is a harassment of the passenger.

Now I am in airport and unable to return back to my home, because all flight are full. Due to the irresponsible attitude I am unable to return back and perform my work. They are not also providing me complain book to register my complain.

Therefore I request you please check in the CCTV of the Indira Gandhi International terminal 3 and take disciplinary  action to stop the harassment of the passenger.

Right to participation of children on stake


PVCHR in collaboration with Children Groups with support of Global Fund for Children,CRY and Sir Dorabji Tata Trust organized the children theater on right to education on 30 October 2013 at Sanskrit Sankul,Varanasi. One of the guest called me on mobile that it is problematic to you as legal complication to involve the children. I was shocked.It is noted that it is not involvement of children,but it is ownership and decision of children,which is supported by PVCHR. Children after performance asked the question against child right violation such as corporal punishment etc. Mostly Adult do not support children voice. But Article 12 of the UN Convention on the Rights of the Child lays down the principle and purpose of meaningful participation of children and young people,and Article 7 of CEDAW on women’s rights.

The Millennium Declaration in Article 25 reaffirms the commitment to work collectively for more inclusive political processes, allowing genuine participation by all citizens (and in this case, children and young people included) in all countries.

The World Fit for Children in para 32 (i) adopted at the UN General Assembly Special Session on Children made a strong commitment towards increasing participation of children.

I appeal to Government of India that to organize training of Government officials for child right.
