Hindu fascists and communal forces from other religions of Intelligence agencies, police, media, society and other civil society organizations in India want to destroy PVCHR and finish me & my family. Promoting a Psycho-Legal Framework to Reduce Torture and Organized Violence in India

This final report contains the end-line evaluation findings of RCT and PVCHR's TOV program dubbed as Promoting a Psycho-Legal Framework to Reduce Torture and Organized Violence (TOV) in India.
The program’s over-all objective is ensuring strong and well-organized testimonial campaigns that contribute to eliminate impunity for perpetrators of torture in India. The program had developed the capacity of PVCHR as a knowledge centre that promotes the testimonial therapy for psychosocial rehabilitation of the torture survivors and advances advocacy for the prevention of torture. The program likewise utilized the testimonial therapy as a psycho-legal intervention implemented at the individual and community level for healing and empowerment. The testimonial therapy had served as a bridge between rehabilitation and advocacy in the fight against torture in India.

Dalit boy shot for delay in removing plates

Grave mistake
A slight delay in removing dirty plates cost an 11-year old Dalit his life in Uttar Pradesh's newly created Shamli district, about 400 km from here.

The shocking incident occurred at a “dhaba” (roadside eatery) in the district late on Monday night. According to police sources, the Dalit boy, identified as Neeraj, worked at the “dhaba” as a petty labourer, washing plates and serving customers. Neeraj's father was an unskilled worker at a small factory a few kilometres away from the eatery.

On Monday night, a customer, identified as Jagpal Singh, came to the “dhaba” and ordered food. Singh asked Neeraj to remove the dirty plates from the table at which he was sitting. Since Neeraj was busy in doing some other work, he could not immediately remove the plates.

Singh got angry after Neeraj failed to remove the plates despite being told several times. Irked over the delay, Singh went to Neeraj and started thrashing him. As the other workers at the “dhaba” came out in support of Neeraj, an angry Singh took out a country made pistol and fired at Neeraj.

According to sources, the bullet hit the boy in the stomach. He was rushed to hospital but was declared dead on arrival. A case of murder has been registered against Singh, who is absconding. The police said they have launched a manhunt to nab him.

A large number of children work at the roadside eateries in the state, despite child labour being illegal in the country. According to official records, the number of labourers between the age of five and 14 years in India is a whopping 1.26 crore in 2011. These children have to work under inhuman conditions, and are often exploited. They are paid very little by way of wages.

She requested appropriate action in the matter. Pursuant to the directions of the Commission dated 4.10.2012, District Magistrate, Sonebhadra, Uttar Pradesh vide his letter dated 27.6.2013 has forwarded a detailed report of joint enquiry conducted by SDM, Chief Medical Officer, Food and Supplies Officer, District Welfare Officer and 5 others. The report admits that master Chander Shekhar and Kumari Mandodri have been suffering from malnutrition. They had been getting treatment from the hospital from time to time. On 23.11.2012, a medical check-up of the children was conducted and it was found that Mandodri, daughter of Shiv Kumar suffering from Malnutrition with Anemia with Splenomegaly. Chander Shekhar, son of Shri Shiv Kumar also victim of malnutrition. Both of them were admitted in Nutrition Rehabilitation Centre, Sonebhadra and given treatment. Smt. Bitani, mother of the children, was again advised on 13.3.2013 to admit the children in the Nutrition Rehabilitation Centre, Sonebhadra but she did not agree for the same. The report further says that Smt. Bitani has been living with her children separately from her husband at her father's house. The Antodaya Ration Card issued in the name of her husband, Shri Shiv Kumar has been handed over on 25.3.2013 to her. Now, she can draw 35 kilograms food grains, sugar and other articles for Rs.95/-. The report further mentions that Ghasiya Basti, where Smt. Bitani has been residing is just 1 kilometer away from the District Hospital. The Nutrition Rehabilitation Centre is located in the said District Hospital where nutritious food is supplied free of cost. Besides, the other children of Ghasiya Basti have been going to the school, getting scholarship, dresses, books and mid-day meals. Old age pension and widow pension is also being given to the senior citizens and widows of Ghasiya Basti. It is also mentioned in the report that 69 job cards have been issued to the residents of Ghasiya Basti under the Mahatma Gandhi National Rural Employment Act and Smt. Bitani is also a holder of one such job card. Rs.142/- per day is given to the job card holder who volunteers to offer his/her services. In view of the report, no further action by the Commission is called for. The case is closed.

MADURAI: A 15-year-old school going dalit boy was inflicted with multiple injuries on his face, for allegedly speaking to a non-dalit girl, aged 14, in Kumaram village near Madurai.

The incident happened on the night of August 21 and the boy was admitted to the intensive care unit of the Government Rajaji Hospital where he underwent multiple surgeries to treat the stab wounds. Even as the boy's father had lodged a police complaint against the girl's father who is absconding, the latter's family has lodged a counter complaint alleging sexual harassment by the boy.

"We have launched a hunt for the girl's father. We are yet to ascertain the veracity of the girl's complaint. Only after a thorough inquiry we would be able to find if the boy had harassed her. For now, the boy, undergoing treatment in the hospital has denied harassing the girl," a police officer said. SP V Balakrishnan had formed a special team to nab the girl's father M Mani, 45, and has ordered for a thorough inquiry on both the complaints.

Police said the boy , N Gokulakrishnan was standing on the outskirts of his native Kumaram village near Alanganallur on the night of August 21 and was taking to his uncle Manimaran and relative Bharathi when the girl's father, a non-dalit of the same village attacked him. Mani, who came to the spot pulled out a knife and started stabbing the boy on the face. "The boy suffered deep cuts on the face, wrist, shoulder and ear. His uncle and relative Bharathi rescued him and fled the place," police said.

Nagarajan in his complaint said that Mani had attempted to stab his son in the abdomen, but he wriggled and managed to escape the attack. As soon as Nagarajan lodged a complaint, the girl's family too lodged a complaint against the boy.

A Kathir, executive director of Evidence, an NGO that went on a fact-finding visit demanded that the accused be arrested immediately. "When we inquired the boy, he admitted that he spoke to the girl, but it was only mutual and not as being made out by her father," he said. Police said that they have registered a case under several Sections of IPC including attempt to murder as well as under SC/ ST Prevention of Atrocities Act.

Two days before the attack, Mani had visited the house of the 14-year-old boy and threatened him of dire consequences if he continued speaking to his daughter. Subsequently, the boy's relatives took the boy to Mani's house and explained that he was not harassing the girl. In spite of that, the boy was attacked, alleged the complaint.

जनमित्र न्यास/मानवाधिकार जननिगरानी समिति जो एक सामाजिक संगठन है जमीनीस्तर पर वंचितों, दलितों अल्पसंख्यको के साथ पिछले 20 वर्षो से भारत के विभिन्न जगहों पर लगातार लोगो के मानवाधिकार को संरक्षित करने का काम कर रही है | संस्था आज मानवाधिकार संरक्षण के रूप में पूरी देश दुनिया में अपनी पहचान बना चुकी है | संस्था किसी भी तरह का कोइ भी सरकारी आर्थिक सहायता नहीं लेती है | संस्था देश विदेश से विभिन्न दानदात्री संस्थाओं से अपने कार्य को करने के लिए लेती है

आज 18 अगस्त २०१३ को संस्था के सभी आय व्यय को जनता और प्रशासन के सामने सोसल आदित के रूप में रखा | संस्था ने अपने इस वित्तीय वर्ष का पूरा लेखा-जोखा, बिल-बाउचर, बैलेंस शीट सभी के समक्ष प्रस्तुत किया | जिसमे वाराणसी शहर के अलावा वाराणसी के हरहुआ, बडागांव, पिंडरा, काशीविद्यापीठ, अराजीलाईं, चिरईगांव ब्लाक के साथ ही अलीगढ़, अम्बेडकरनगर, मुरादाबाद, मेरठ, सोनभद्र, झारखंड से आये विभिन्न समुदाय के लोग उपस्थित थे | साथ ही इस सोसल आडिट में अन्य संस्था के लोग भी शामिल थे | संस्था के फाईनेंस मैनेजर अजय और उनके साथी उमेश और अजीत ने इस सोसल आडिट में संस्था के इस वित्तीय वर्ष अप्रैल २०१२ से मार्च २०१३ का पूरा लेखा-जोखा प्रस्तुत किया | लोगो ने प्रश्न पूछा बिल बाउचर, बैलेंस शीट देखा |  आय-व्यय के साथ ही  संस्था की संपत्ति का भी पूरा व्यौरा सभी के समक्ष रखा |संस्था में विभिन्न परियोजनाओ में कार्य हेतू सामान्य श्रेणी के 21 % मुस्लिम ३६ % और पिछड़ी अनुसुचित जाति  43% है | जिसमे ६०% पुरुष और 40% महिला स्टाफ की नियुक्ति है, संस्था स्टाफ की नियुक्ति किसी धर्म या जाति के आधार पर नहीं होती बल्कि उनके योग्यता एव कार्य क्षमता के अनुरूप होती है, परन्तु संस्था हमेशा ये प्रयास करती है की महिलाओ, अति वंचितों, दलितों, पिछडो एवम् अल्पसंख्यको को पूरा मौका प्रदान करती है
इस सोसल आडिट में संस्था के महासचिव डा0 लेनिन ने अपील की  इसी तरह सरकार और अन्य सामाजिक संस्थाए संस्थाए भी अपना सोसल आडिट जनता सरकार के समक्ष रखे जिससे पारदर्शिता लोकतंत्र और कानून का राज स्थापित हो सके  |

इसके साथ ही संन्था के मैनेजमेंट टीम के डा0 राजीव सिंह , शिरीन शबाना खान अनूप श्रीवास्तव ने संगठात्मक मैनुनल जिसमे संस्था के कार्य करने संस्था में नियुक्ति कैसे होती है, काम का मूल्यांकन कैसे होता है किस आधार पर पदोन्नति होती है और संस्था से जुड़े सभी स्टाफ का वेतन क्या है, संस्था PF में रजिस्टर्ड है और  संस्था को ISO सर्टिफिकेट भी प्राप्त है इसको भी सभी के समक्ष रखा |  

कार्यक्रम का संचालन  संस्था की मैनेजिंग ट्रस्टी श्रुती ने किया और धन्यवाद ज्ञापन संस्था के गोवार्निंग बोर्ड के अध्यक्ष डॉ. महेंद्र प्रताप सिंह ने दिया  | सोशल ऑडिट में गोवार्निंग बोर्ड के सदस्य रागिब अली, इफ़्तेख़ार, शकुंतला, नीता, संध्या समेत लगभग १५० लोगों ने भाग लिया|
